Yes, that is a floating Alexstrasza with Halcyon's head.
Before you ask, it's photoshopped. As far as I know, there is no armour port for Alexstrasza the Lifebinder's to a Blood Elf female, nor does Model Viewer let you change Alexstrasza's head to a different face / harstyle / skin colour. But since she just looks so sexy, I decided to recolour and put Halcy's head on it. Background is a screenshot of Wyrmrest Tower that I took.
